If you use a jumper wire to provide (-) to the negative side of the coil the pedal may activate the solenoid. If yes you have a controller failure. This failure seems to occur intermittently before finally, so it can be hard to isolate.

I may try and fix the internal components. I buy and resell these and would like to keep everything relatively stock because the body etc are not in great shape and the extra would be wasted.

How hard is it to repair internal components?

That is relative to one's skills and knowledge.

No schematics are available for the Curtis 1206MX (stock PDS controller), but it opens easily and it appears there is a bad connection somewhere between J1 Pin-8 and J4 Pin-2.

I would pull plug j4 and see if there is voltage on the pin itself. Could be a bad plug. JB could he run a jumper from the yellow wire to j4 pin 2?

For testing and personal use - yes, but not a good idea if flipping the cart for profit.

To clarify, this would jumper to the positive (+) side of the coil. Wouldn’t I need to jumper to the negative (-) side of the coil (blue)?

From the diagnosis you have done you are missing voltage on j4 pin 2. Yellow wire does have power and should be common to pin 2. If this works it means you might be able to save the controller.

I think I may have a loose connection or tested inconsistency earlier. This morning I traced the circuit out and I have B+ all the way through the run/row, F/r, key, and pedal (J4-pin1), but am not getting solenoid to engage.

When I measured the solenoids small terminals with reference to B-, I get pack voltage on both terminals, which I would think tells me I actually have positive through the coil since I’m seeing that with reference to B-.

I just removed the blue lead on the solenoid B- and numbered it from that lead to actual B- and the solenoid engaged.
