Question 83 EZ-GO Gasser...... Insulation

when I was stripping down my cart there was a foam insulation under the seat on the wall of engine bay. Is it necessary? I can't seem to find replacement insulation. would it quiet the noise from the 2 stroke? Thanks for your input.
