Default 1995 Club Car DS Start/Motor Question

I have a 1995 Club car DS with the 9hp Kawisaki motor in it.

1st question is, when I push the gas pedal it is very hesitant to start up. It does start you just have to hold gas pedal a 1/4 down for about 5 seconds and it finally starts and engages.
Shoud'nt start right up and then engage??

2nd question it has been rasied 3 inch's and bigger tires 23x10.5-12, how do I get more power/tourqe out of it?

make sure battery is fully charged. check starter belt make sure belt is in good condition and tight.take lid off black box under seat,the bottom micro switch is kill switch ,when you press gas pedal bottom switch should click before carburetor throttle starts to open.You can adjust throttle cable by loosening 10mm nuts where cable enters box . If throttle is opening too soon loosen outside nut then tighten inside nut. for more power you can zip tie spring on throttle cable close to gov.put tie on loose tighten gradually until you get increase.

I am new to the site, but I had a bad clutch and just got that replaced. That was my problem. But my CC did the same and I just increased the idle by turning the screw on the throttle. It became more responsive and no lag
