Got a call in the golf cart place they said the cart was running. They had sent the controller back to the factory and the factory rebuilt It. We went and picked it up, a 120 mile round-trip. I got it home and put it back together, it ran for about 30 feet and then slowed down and started giving me a bad speed sensor code. OUCH!! Are there any tests I can run to make sure it is the sensor?

You probably ended up with someone elses controller that had been sent in for 'rebuild' that they did not spend enough time on to find the issue. As mutant said, they do not rebuild controllers, only try to repair them. Not always do they get it right, and even if they do, chances are good that something else in the controller is going to fail next.
