Default 2009 RXV will not run

My 2009 Ezgo RXV is not running. When I turn the key on it clicks (I think brake releasing) but makes a strange noise and will
Not run. Prior to this the braking system was braking as soon as i let of the gas.

Help

Okay update now it's running but still
Braking hard as soon as you release the gas pedal.

Braking hard when gas is released is usually a failed motor brake dragging. It will cause extreme heat in the brake, motor, and controller if driven this way.

If it brakes heavily when gas pedal is released, motor brake is bad. You could drive it about 500 feet away from your garage, turn around and drive back, then touch the motor brake (and burn your finger). Does that count as a test?

I put new brake motor on today and now I get nothing just a bunch of clicking noises
