Default TXT Fleet Controller

I have a factory refurb EZGO, 2014. It has a TXT Fleet controller. I cannot find a spot for a "personality plug". Should it have a spot for one? Maybe I need to stand on my head more! :-)

No that year does not have a plug for the chip. The controller need to be programed

Can the fleet controller be programmed with a passkey/code? My 2016 TXT 48 has a plug where the handheld would be connected...

Yes, that would take it to 17.5 MPH. You still need a programming station or a handset to turn it up to 19.5 MPH. Be forwarned, a passkey also does undesired things to the controller. Maximum controller current is detuned by an additional 10% when a passkey is used, so that a TXT48 with larger tires will get less current, causing less of a speed increase than with stock tires.

For example, a stock TXT48 1206HB-5201 controller on a cart with 23" tires is actually slower on level ground and hills, than the exact same cart with 20.5" tires due to the loss of torque. You'll mainly see the speed gains on downhill top end. The potential speed gain caused by increased tire diameter cannot make up for the loss of torque caused by the increased tire diameter.
