Check the basics.
Solenoid clicking?
Yes = controller powering up? Check out put.
No output = check throttle signal
Signal good, solenoid clicks, no controller output ... might be a bad controller.

Something along those lines should get you on the road to figuring it out. I'm assuming you have a meter and know how to use it. if no go here for a short video > https://www.cartsunlimited.net/troub...ting-tips.html

Ok I will diagnose, when should the solenoid click on? When I turn key on or when I press on accelerator pedal. This is my first cart and I didn’t even notice it when it was running so good.

These pictures clarify quickly that it's an early western 400. The cart was built by western in 1994 but like others have said the actual frame could be anywhere from a 1991-1994 based on what is seen under the seat. Don't see too many early 400s.
