Are you talking about across the 2 small terminals or 1 at the time.

The red probe on one of the small terminal and the black on the other. With all the steps listed above, what is the reading on your VOM?

I got 49 volts across the 2 small terminals of the solenoid. I watched a video on YouTube on troubleshooting a cart exactly like mine. Everything checked until I got to checking the large negative terminals on the controller. The negative input was 49 volts but the negative output was 16 volts. So does this mean that the controller is bad or what?

It's a 48v 400amp Club Car 48 v series non-regen golf cart controller. The silver aluminum controller.

I have battery voltage across these 2 post.
