3 wheel E-Z-GO cart goes w/out pedal pushed

Hey, I work at a facility with a variety of taylor dunn, motrec, pargo and e-z-go 3 wheel carts. I can find NO service manuals for the Pargo or E-Z-GO carts. The issue I'm currently dealing with is on an ez-go model: xi-835, sn: 8305, pre 2010 (no date on ID tag). I believe it is a problem with the fwd/rev (with speed control) assembly. As soon as you turn it to the fwd or rev switch position, the cart goes in gear at full without touching the pedal. So far I have disconnected the mech linkage and the potentiometer. The cart will move unless in neutral. Any suggestions before I just start replacing parts? solenoids? speed coil? switches, wiring?

Generally. For a cart to run off on it's own, assuming it just started this, 2 things must be wrong.
1. The solenoid must be welded shut. Replace it.
2. the throttle is not returning to zero. look at the mechanics of the throttle device and determine if it is a linkage problem or a throttle signal device problem
