Default Western 42volt meter always reads 100%

Hello Everyone! I need help trying to figure out why this 42v. meter always reads 100%
I replaced all 7 batteries at same time, all new cables as well. I took pictures and drew a wiring diagram to cover more detail. Originally the carts Curtis meter blue wire went to the #6 neg. post. Well, the meter never changed.
So I reset the meter and placed the blue wire on the #7 bat. neg. post. Still reads 100% charge.
Now grabbing my meter, I could clearly see the Batts. where down.
So what's going on here? Thank you all for your inputs

It uses a 36v meter, since no 42v curtis meter exists as far as I know. So the wire to the meter must exclude one battery of the 42v pack.

Maybe you could put a small potentiometer in line and dial it down so the sweep matches the actual battery range ?

Thank you CG, you are more then likely right on the Curtis meter being 36v. but that is where it originally was, and I had it on there as well after I replaced the batteries. It , the meter always reads 100% , even after a volt meter on 6 batteries after 18 holes of golf proves voltage has dropped.
One thing I did notice...could be important...

The Curtis meter will NOT show battery life, until you toggle the FnR switch after key is in 'ON' position. If you toggle FnR switch to neutral the Curtis meter loses power and no reading...,

Get a digital VM, they are cheap and will always let you know state of batteries. Those bar meters are crap. Throw it away.
