G1 Only runs with choke pulled

Not really, BBman has it nailed. There's no way around the crank seals.

I have to agree with BBM.. I had a G1 once that would only run with choke pulled. Replaced seals and it then ran like a champ!!!

90 PSI is getting pretty low. Low compression will affect your crankcase pressure and the amount of pulse the fuel pump will get. Crankcase seals may seal under pressure but leak under vacuum. That may be why they passed the smoke test.
Check your engine over thoroughly-you may have an old, tired engine that needs rebuilding.
