It is a PowerWise charger that has an EZGO logo on it.
Yes, it shuts off automatically (and starts automatically when you plug it into the cart).
When first plugged in the needle jumps right up to 20 and then gradually goes down throughout the charge cycle.
I just checked the pack's voltage now (it might be more like 45 minutes into the charge) and it read 44.7 volts.

Sounds like the PW is working normally.
BTW - That charger is built like a tank and is 100% repairable.
Just yell if you have any problems with it.
