That happened to us. It was the drive clutch.

Drive clutch is brand new. They are working fine
as I have checked them while in service mode and
on road with no seat. Belt moving up and down both
clutches no problem.

Is there a way to further check these?

Mortimer, have you ever tried closing the choke when your going up up that hill? just choke it off a bit? maybe you have a vac leak somewhere and the cart is leaning out.
i had an old barracuda with a fresh 383 magnum in it, and it was a slug! it drove around like a dog dragging its a$$ in the grass after a good dump.
i had it idling one day and was spraying the carb linkages down with WD-40 and started to rev up like crazy. carb spacer plate wasnt fully seated, after that i would burn through tires like crazy.
you could try getting someone to idle it for you and spray the carb area with wd-40 to check, maybe the carb bowl is full of garbage.
i would try the choke first, then the spray, and possibly the fuel pump. i think you have a fuel delivery issue under load.
