Default 93 CC won't go

Just got a 93 cc 36v non resistor car great shape. Been sitting a couple of years niebor got divorced got a good deal. Anyways batteries were bad. Water level very low on all batteries but still had bar on meter. Replaced batteries and turned key on and I can here solinoid click. bumped accelator and nothing foward or reverse. was looking for loose wire or something kept bumping accelator and car moved and then nothing. Faint burn smell. Could the controller have fried or been damaged from the extended time sitting with low batteries. Could it be the V glide.

pop open the cover on the v glide and check all the contact points and check the contacts on the F and R.....

Ok I only here somthing click when the key is turned on. Nothing when the accelator is pushed down. Also the V glide trys to turn/twist when throttle is pushed because the cover fell off when it twisted. Got to pull some batteries and take a closer look. Any input would be most appreciated.
