Yes, 39V is not high for a 36V battery pack on charge. The typical shut-off voltage for a 36V charger is in the 44-46V range and may be higher with chargers that use dV/dT (change in voltage over change in time) technology to determine when the pack is "fully" charged.

Thanks about the batteries, but I turned off the charger. I lost all power and wanted to test again. Any ideas about my wire? Thanks.
