Just bought 2017 EZGO Express S4 used and have problems

Feeling frustrated! Brought home the above mentioned cart. After full charge we can only drive it for about 1.5 miles, then the throttle slams to the floor and the cart stops. The battery gauge shows 3/4 to half. We hear a loud beeping.

I'm thinking the batteries are bad? Not holding a charge. They are dated 9-17, September 2017. Cart looks new even under the cart, hardly used at all. Could be that the batteries just sat there and were not cycled?

Other options could be throttle sensor or solenoid?

I'm going to have a tech come over and diagnose, but wanting other opinions so I can be educated.
