Default 2009 Club Car XRT1550 gas starter issues

Hello and thank you for the add. I just bought a 2009 Club Car XRT 1550 with 1000 hours on it. I am having a problem with the starter. It will not turn the motor over if it is on the compression stroke. I have to reach in the compartment and rewind it slightly by hand then it starts fine. Any advice on whether to order a new starter or is there a decompression valve hidden somewhere that might be stuck. It is the Kawasaki gas engine. Thank you guys for any advice. Mark

I went ahead and ordered a new starter for $230 hopefully that does the trick. I cant find online if this thing has a decompression valve on it. My thought was maybe that was sticking. Thank You for the suggestion

Engine had a bad ground. Was reading 12v but not enough current to kick the starter once it was under load. Ugh
