Default any willing parts experts?

i got a 1995 txt gas ezgo 295 robins engine , extended wheel base my filipino limosine i call it here in W Samar, but no one knows of parts here and i'm sure no expert, so everything has to be ordered from many miles away. i have problem that starter/generator does not charge battery ,a buddy brought me a new one to try as he moved here troo, still no charge local mech says voltage regulator needed, plus i would like a shorter drive belt , i read here it helps throttle control which i need most in the slow intown traffic,pedal taxis,. i believe its time to replace the air filter too , paper retangular, if any can supply me parts numbers to order from the Manila EZgo dealer it would be great, they have no website in manila and i dont want a major mistake if my inexperience in parts picks wrong one from parts dealers, im on disability so this cart my only means of transport.

No or slow charging could be the result of any or a combination of: a) Voltage regulator not properly grounded; b) faulty starter generator, c) worn out carbon brushes, d) loose wiring connections between the DF in the starter gen and the voltage regulator, e) faulty voltage regulator itself. Isolate and identify the cause/s. You need a multitester, preferably a digital one which are not really expensive.
