Default 5-10 sec delay after pressing gas

I have a 1987 Marathon, just purchased and a friend did a engine tune-up on it. Starts right up and does run, but there is a delay after pressing the gas before it will go. The delay is sometimes shorter, sometimes a bit longer. I read elsewhere on the forum about a belt that could be too tight but I'm not sure which belt nor how to loosen it. Any thoughts/help greatly appreciated!
