Before you go tearing into the dash, do you have battery power on the small blue wire at the solenoid? With the ignition key switch on that blue wire should have the same voltage as the battery + terminal (Something around 12.6). If you don't, then yes you need to get at the ignition switch. If you DO have battery voltage on that blue wire, then the problem is on the ground side. Even with new micro switches you can't complete the circuit if there is not a good ground after those switches.

I just realized there was a page 2, however I have done torn into the dash and all the wires are hooked up just like the pic above shows and I do have voltage on the blue wire at the solenoid. Now what?

Now it's time to check the ground connections. The small orange wire from the solenoid goes to ground through the micro switches and eventually to the main ground at the frame rail, right next to the battery.
