Default ST 350 cart starting questions

Question. a friend of mine has an ST EZGO and it starts when you turn the key on. Is this the standard way the ST carts start? Not by depressing the pedal?

If the solenoid was welded, the key would have no affect. There would be continuous power to the starter.

This is a control circuit issue.

If anyone has tampered with the brake kick off mechanisms, it will do that.
