03 txt Robbins won't turn many RPMs
New carb, fuel pump is pumping, can't get it to turn but half if even that in RPMs.

One thing I'm noticing is the driven clutch is not moving any. Could that be the issue? If so, where do I start? I'm a electric cart guy. Don't work on many of these.

Is it running at all or just the starter turning it? is the exhaust getting hot?

Is the governor kicking in (pulsating) or is it running smooth at half rpm?

I can't post a video, but when I went to video it it ran perfectly one time. I had sprayed the driven clutch with some wd40 earlier, and this time it opened up. Went to run it again and got the same issue.

The driven clutch is moving good and not frozen up like I thought. I can pull on the belt and open it all the way up easily. The motor is smooth as can be while running. Could it be the drive clutch not strong enough to close all the way up? Is there a way to check that. I don't have any where like YouTube to post the video so I can share the link. It won't let me load it directly.

I'm sure you checked to see if the throttle plate is opening all the way? Not knowing much about clutches but I think by the drive clutch closing is what pulls the driven clutch open, might see if it closes with the belt off.
