Your drive clutch is in need of repair, Probably weights and washer and slides. It can also be machined to bring belt above clutch dia for even more speed.

Can the drive clutch be taken off without loosening the engine?

I measured the unused portion of the clutch. It's more like 3/4".

Yup thats like mine too. I think mine rides up to about 1/2" just a little further than yours. Now thats my slow cart. My fast one rides up to about 1/4" which added about 4 to 5 extra mphabout 15-16 mph on the slow one and 20 on the fast one.
