The clutches or CVT (constant velocity transmission) aren’t terribly complicated. You’ll need the required tools to properly remove them, then clean inspect and lubricant. Depending on which version engine clutch can depend on what removal tool you’ll need. Take a photo and we can help.

Secondary clutch spring and ramps are the most important. Check at the bottom of my post for a link to the service manual

Are you sure the engine is running? If you take your belts off, does the engine rev up really high and sound like a snowmobile or dirt bike? Do you see smoke coming from the exhaust? Is the muffler getting hot?

The engine is definitely running, muffler is hot after one trip around the house

A little more history. I pulled this thing out of the weeds on a farm. The engine was half dissasembled and in a big box. No clue how long it was sitting.

Get those plastic air shrouds on the engine they direct air flow from the fan on the stator across the cylinder and heading for cooling

2 mph sounds like starter cranking speed

I don't have the shrouds. The starter is brand new and so is the battery which is fully charged.

That’s a Yamaha clutch so you’ll need the puller if it is indeed what your area of attack is going to be. Jack the jack up in the air and see if it actually starts and take fuel.

You going to want air shrouds on that engine or it’ll over heat and melt down.
I do have shroud sets. Do you have the shrouding/guard over the flywheel?

The belt and sliding secondary sheave are worn beyond practical use...
