Default valve steam seal

hi i recently renewed a valve stem seal on my g14a Yamaha golf buggy, the buggy is not smoking like it did ,the problem now is when i free wheel down a steep bank and press the pedal at the bottom ,i get a big cloud of blue smoke ,yet when i,m driving on the flat no signs of smoke ,i did the valve stem seal without taking the cylinder head off ,i,m wondering now if i should have removed the head and cleaned the valves ,any help please

Did that engine require two seals or just the one?
Check your oil level, Is this a lifted cart?
