Check those connections
After putting in a newly rebuilt controller on my '97 EZ GO TXT DCS it still wouldn't move. It turned out there was some corrosion on the 6 pin connector near the controller. I had sprayed some QD electronic cleaner on it before I put it together, but evidently that wasn't good enough. It also required mechanical removal. (BTW the old controller was bad.)
