1993 ezgo electric

my 1993 ezgo electric cart has a mind of its own sometime will work sometime wont i have 37 volts the solenoid clicks and has 37 volts coming out on the controller side ,but will not move then sometimes it will ,the light on the top of the controller is green and blinks when switched between forward and reverse,the cables are all tight and in fair condition no corrosion any advice would greatly be appreciated ,Thank you

check for moisture in your pedal box under the floor mat-mine did that....dried with heat gun-fixed it.

It has a potentiometer 0-5000 ohms that checks out at half in reverse and 5000 in forward on the controller side not really sure how to check the controller but
