Default Ele club car

Will a fiberglass body off of a 1983 club car fit on a 1998 club car ? 98 has plastic body now.

I think the only difference (other than fiberglass to plastic) was the cowl being different on the newer ones.

Yes it should fit no problem, but the ArmorFlex (plastic) body is superior.

The cowl won't fit correctly. The newer cowls will go on the older frames if you use a 1/4" spacer underneath the cowl where the canopy frame bolts attach to it. If you try to put a fiberglass cowl on a newer frame that doesn't require the spacer it's going to sit too tall and will cause the cowl not to seat properly at the bottom of the aluminum cowl trim, unless you force it. Then you're at a risk of the fiberglass cracking due to excess stress.
