Default Gen charging but battery still going dead??

Cant figure it out? My battery slowly dies while driving. 1990 Marathon, 3pg 2-stroke. Jacked up and free wheeling starter/generator is putting 15-16 volts to the battery. It can sit with no discharge but while driving will drain to the point of cant turn over in about 2-3 hours. I changed the voltage regulator when it started (about a year ago haha) but no help.
I am probably grasping at straws but when I come to a stop sometimes it feels like the starter is still turning while the motor is running but I don't know how to check that (or if it is even possible) and cant find any threads that describe the same issue??
Any Help would be MUCH appreciated! Thx Russ

It had better be still turning. Your starter is your generator too.

I think it's time to change the battery. Take it to a parts store, and have them load test it.
