With a charger that has a good transformer circuit to the capacitor, it will be dead as soon as the charger turns off. The tricky/fun part is that if the lead we're compromised, you might experience 600v, non RMS. You never know, that's why you always discharge a cap before you touch it. The fun part is that I been zapped by air compressor caps I thought should be dead (weeks of time). Never underestimate the caps. I have shorted/discharged thousands with no spark, but it only takes one to let you know to pay attention. My arm hurt for a day or 2. It was a donkey kick, for my arm.
