Default 1986 Wheels Locked Up

I let a 1986 Robin 244 sit for a summer in the yard and when I went to tow it to the show I found the wheels were locked up. I took off the hubs with much effort to removed the stuck brake shoes hoping that would solve the problem. Put the wheels back on and when I went to tow the cart the wheels would not turn. The brake shoes are not in so I know its not a brake issue. I put the cart into Neutral when towing. Could the FNR switch be broken. When jacked up the wheels spin freely (in opposite directions of course). But wont move together. Any ideas? Thanks!

Is it for sure a 1986 2 stroke?

If so, there is no neutral, and the FnR switch is electrical. All it does is reverse the polarity of the starter.

The first thing I would do is remove the belt, and see if it pushes then. That way you know if it's a rearend problem, or an engine problem.

i would think the belt would slip if the motor is idle.
i bet the belt is stuck and you are having ti turn the motor over
check that the motor will turn over with the belt on

Yeah for sure a gas 2-stroke, SN 409386. I wasn't able to remove the belt but I was able to turn the pulleys with belts on and felt the compression in the engine. So I am assuming the engine is not seized. Would the next step be to open the differential?

A two-stroke will only push easily if the belt is removed. I would first try taking it off.
