Robin 295 valve seal issue

Hello, first post so bare with me...ha. I've got a 2007 ezgo txt w/ the Robin 295 which was smoking pretty bad. I checked the crankcase vent and it was clear. So I ordered a set of valve seals just a a cheap try at stopping the smoke. When I removed one of the springs(cylinder air charged) the seal was up on the valve stem (not seated). I swapped all the seals out with new ones but I'm still having an issue getting them to stay seated. I can put it back together and it won't smoke a bit...for about 5 minutes. I pulled the valve cover and now two of the new ones have moved up on the stems.

So what I'm I not doing correctly?
