Default All new batteries, but now the cart shutters at low speed

Hi folks, hoping someone much smarter than me can help with this problem. We just replaced all 6 batteries on the EZGO 36V electric cart (circa old) and I noticed that it now shutters at low speeds. I checked with voltmeter and 4 of the 6 batteries measure 6.5/6.3V, but 2 of them measure 8V.

Cells are all filled with water.

What can be causing the 2 end batteries (closed to the driver) to measure 8V?

Thanks in advance for any troubleshooting help.

Could be the charger is overcharging, did it complete the cycle and shut off? Did you let the batteries rest before you tested them? I'd get some long meter leads with alligator clips and check each battery and the pack under a load as you are driving the cart. Did you properly break in the batteries before using the cart? If you didn't have the shutter problem with the old batteries and you now have it with the new batteries then it seems likely it is the new batteries or cables/cable connections.
