Default Testing a 1991 Western GE motor

1991 Western Series 400 cart just stopped suddenly. Checked all wire connections. All tight. Put the rear is up on jacks. Depressing the throttle you can hear the solenoid engage with peddle half depressed the wheels turn very slow, more than half the they stopped turning. I assumed it was the rheostat and it was replaced. Same result. Assumed it was the Curtis original controller. Replace with another Curtis controller. Same results. I was told the motors very rarely go out. I pulled the motor GE 2.5 hp 3300 rpm (original equipment) lots of carbon dust in the casing. The carbon blocks all have lots of life left and look in good condition. With the motor removed is there a way to test it to confirm its condition?

Here's how to hook it up. I believe you have a series motor. Use a 12V battery or 2 of your 6V batteries in series. You must have the motor mounted back on the axle to do this, as there is no support bearing on the drive end of the motor! Use a jumper from the motor to make the connection. You don't want any sparks around the batteries!
