We were on the highway when I rode it(no hills) and no it didn't seem to have lost to much torque to me unless it had a buttload to start with.
And he has 14" rims on his.

RXV---- Great cart
on oem cart w/no mods. to drive system,
1) better performance than most Modified carts i have seen.
Terrific on hills good speed @17 to 20 mph (programming sets speed)
Good take off torque - tame by design (programming) will not snap your head back
predictable, comfortable, confidant acceleration
2) Parking brake can be an issue. Many techs don't completely understand how the
RXV systems work. Parking brakes fail but are easy to fix(part around $200.00 /45 min time /10 mm inch pound torque wrench)
3) Cart has no conventional brake All normal braking handled by motor and controller.
low maint. basically trouble free (except for the pesky parking brake).
4) Motor is 3 phase ac motor . by using black magic( AC THEORY MOJO) and computer code monkeys (feedback loops and power management) you get a controller and motor that runs surprisingly cool. i live & work in very hilly
area and people are blown away by RXV hill performance.
after high speed runs (*@20mph) and hill climb...motor warm to touch (good and warm but not painful) air temp 90+ 75% humidity

***Almost impossible to mod controller or motor.
except for settings in controller for speed (several settings) and
brake authority(aggressiveness of regen brake)
--must have hand held scanner to re program-- usually dealer only
Settings vary by software version and controller make

**** changing gear axle ratios and tires will give more speed.(wo. controller programming) torque still good (RXV's do have butt load of torque)

**** use EXTREME care messing with wire harness on RXV. Many bad($$$$$) mistakes from doing stuff that worked just fine on all older carts

14" rims tell us nothing about tire size. You could have rubber band 18" tires or huge 26" atv tires. It's the tire size that make the difference in torque.

Mine is on 12" rims with 18.5" tires. Handles great. Still only goes about 21mph. Plenty fast for me. Buddies RXV is on 14's or 16's with 23" tires. Seems a little squirrelly to me at top speed, but it does 25 or 26 mph. It's a noticeable difference.

Freedom mode is the highest available speed via programming. 19-20 MPH with factory 8" wheels/tires.

i plan on putting on 14" rims/tires. How do i get up around 25-27 mph?

I doubt you can without changing the gears. You may get close to 23-24 mph with 14's but I can't tell you that for sure. GPS shows my cart at 21 mph/flat ground on 10's.
