Default Brake question

So i picked up a 1997 ds with the driver side wheel locking up. Pulled the drum, ordered some new pads and drums, But i did notice that parts #3 and 4 in the diagram are missing on this cart, Was wondering what the parts do, if that sounds right?
any help would be great

Those are the washers for the self adjusters. Some people would remove them when brakes would stick. It was usually an issue of drag backing plate and not the SA's. You should replace them if you want them to work as designed.

Nole thanks for the reply,
I did replace them but the issue now is when i bolt the wheel on it will not move.
The issue of the backing plate, Can you enlighten me on this?
I was thinking the drum is hitting the backing plate, I have been over this brake job 3 times..

Pull the wheel and put the lugs back on and tighten them up. You should easily see if the drum is hitting the backing plate. Also, you’ll see at what point tightening the lugs it becomes locked up.

When i get home today that's what i'm going to do, I know i have the pads on correct and when i put the drum over them it feels normal, Any how Thanks again

Just as E36 described. You will see the problem at that point and be able to address it. Sometimes people install the shoes backwards. There is actually a leading and trailing shoe as on most drum brake automobiles.

Nole you got me thinking, I replaced them exactly how i took them off, Please tell me the shoe with the L on it faces the front of the car and the T to rear?
Maybe that's why it was locking up when i got it, The other side was that way also

Ok, but you AIN'T going to like my answer......

The 17T or T should be facing the front of the cart when installed and the 17L or L should be facing the rear of the cart. Markings on both the L and T MUST go UP and not be on or at the bottom.... There is 1/16" more material on the Leading shoe as it works harder.

L & T is misleading, unless you remember it Leads by going with the rotation of the wheel..... (Thus, the "back" shoe is the Lead shoe...)
