Default Solenoid on '98 CC 36 Volts

I have my '98 club car home from the golf course to do some maintenance, and i noticed that on top of the solenoid there are two red leads that look like they have been cut. They don't go any where now. Any ideas. Thanks

Do they go to a little white box that is ziptied to the frame by the solenoid.

No there is nothing zipped to the solenoid. After closer look, one of the lines was a red wire and the other a black wire.

No,I meant zip tied to the frame. If thats what it is I am not sure what they are for as I have always seen them unhooked.

I only thing I can think of would be a Pre-charged Resistor? This is used to minimize the arcing across the contacts inside the solenoid. On a 36 volt system it should be 250 OHM 10 Watt unit.
