Default 02 C.C charger won't cut off

i have an 02 C.C. my charger won't turn off, i'm not ready to part with the $$ for a new on board computer,i have tried to charge it several days with the same result and have reset the obc, i have 06 batts, load test good , specific gravity good, good wires, one question for you ,, when you plug your charger into the cart should the charger come on full power instantly and stay on, or should it take a couple of seconds then come on for a few seconds cut off for a second then back on full,, mine cuts on instantly as i plug it in and stays on until i unplug it but it does step down amps as it goesto about 2,3 amps, my other carts cut on for a couple of seconds then come on for a few seconds cut off for a second then back on full, what is it's problem,,, thank for your help

When you plug it it there should be an audible click from the relay inside the charger. Then it should come on and go off and back on,this is the OBC doing a system check. Then it will charge the batteries,It sounds like someone has bypassed thr relay.Has it always been like that?

i have also plugged the charger into the cart and while the charger is running the cart will move in forward and reverse if this helps to troubleshoot the prob.

It is the OBC - OBC causes the delay in charger when plugged in and won't allow the cart to move while charging - It's the OBC

i think it has 2 solenoids, and it does have a run tow switch for sure, the solenoid does click when the charger is plugged in and charging then you hit the gas.. but not when you plug the charger in,
