Default 96 club car

I have a 96 club car that the charger relay has been jumped out on. The car will go if you plug the charger in & jump the solenoid. But will not do anything if the charger is unpluged. The car was already like this when I got it. How do I Fix it? Thanks in advance for your help.

DO you have a digital voltmeter? What is the pack voltage? Individual battery voltage readings. Do you have a hydrometer? Can we get Specific Gravity readings? I think you have a cart in need of batteries and a charger in need of repair or an OBC? We need lots of info.... First, are the batteries good or bad? Can you provide a date code from the NEGative battery post? Thanks ...
