J5 Pin-3 (Red wire) is the voltage source for the speed sensor.

Disconnect J5 and measure voltage on Pin-3 at the controller.

Should be in the 10V to 15V range, if not the controller's innards are bad.

That points to a bad controller, but you've had the same problem with two different controllers, which in turn points to a bad sensor taking out the regulated power supply used by the sensor in both controllers.

Check the sensor for a short.

Okay I took speed sensor off. I’ve never looked inside a speed sensor but pretty sure the magnet and screw is gone. Photo attached. Am I correct?

Put magnet in. Drove perfect down the road. It’s raining so I didn’t go far. But no limp mode.
