Default 2007 pds shuttering

I have checked batts. with hydrometer, all ready good 1275. The solenoid clicks, motor turns fine. It will shutter some then run slow. I did see voltage drop 50 to 46 using an exray volt, and one time to 43. Any ideas would be appreciated.

1. In a 48V - 170AH battery pack, the batteries in and of themselves will drop 1.5V/100A of current draw, or 7.5V when 500A controller is at maximum throughput. The controller might be going into a low voltage or or over current or over temperature mode, but have no idea why it is shuddering.
