So, what charger are you using? Is it a 36v charger on a 48v cart? None of the factory chargers will allow themselves to "just be on" when not connected to the cart.

Please give charger model number, not just a generic description, or "it's what it came with".

You shouldn't have voltage on that charger plug with it unplugged like that. The charger shouldn't come on until it is plugged into the cart. Something is not right with that charger.

It is possible that the control board failed and someone simply jumpered the relay so the charger would be on at all times.

Couple of things to try.

1. Measure your battery voltage while you are pressing the accelerator and see if you see a significant voltage drop.

2. You likely have both battery issues and other issues. If you just want to see if the cart would run with good batteries, raise the rear wheels off the ground and see if tires spin when you press accelerator.

3. As CGtech said above, you most likely have a failed motor brake. If not, it may be the only one of that brake model in America that is still working.

4. When you turn on the key, you should hear/feel the motor turn about 1/4 turn as the controller verifies the brake. If it fails that test, the controller halts everything.
