Default 98 txt runs very slow

Have a 98 txt, non pds, that is running very slow. Like 1/2 mile an hour. Initial tests. Using the Tech manual.

Pack voltage 38
First test: Key on, In forward. Pack voltage at M- + B-
Pedal fully depressed voltage drops to 20V

Any thoughts initially, or best place to look. I did try a few other tests in the trouble shooting section ITS, Solenoid, etc... All seem to be in spec.

What is the pack voltage when the pedal is fully depressed?

What is voltage between controller's B- and B+ terminals when pedal is fully depressed.

If both of those voltages stay at 38V, or at least don't drop all; the way down to 20V, then then the problem is either the throttle circuit or the controller.

The pack Voltage only drops a volt or so. The B+ and B- test does about the same. When I tested between B- and ITS white wire got 17 volts. High but the voltage was there.

Okay, that narrows it down to throttle or controller.

I will make those tests tomorrow. Most everything is pointing to controller. It a neighbors cart so I just want to be sure (or mostly sure) before I have him pull the trigger on a controller. The troubleshooting section can be a bit overwhelming when going through it.

As a whole, EZGO troubleshooting trees leave a lot to be desired, but they do contain a few tidbits of good info here and there.
