I work for an electrical company and it was a cart our installers used on a large jobsite and didn't take very good care of.
So electricians wired the batteries up like that?

AC electricians have absolutely no business under the seat of a DC cart

AC is high voltage & low amperage.
DC is low voltage and high amperage.

You can bet they never tried to route 400 amps before.

What I would start with is checking water in all battries and fill with distilled water as necessary. Then seperate the batteries into 3 pairs making them 12 volt battries and charge them preferably SLOWLY using a regular car charger to bring them back to life. Clean all connections and replace cables as necessary. Make sure you map out how the battries are hooked up before you start - they should be in series. If they don't respond you can cook them for 15-30 min oh high charge to wake them up. It is good that they are showing any charge after sitting so long- good luck~~

Scary part is we ae a "low voltage" electrical contractor specializing in DC systems like fire alarm, burglar alarm, access control, and CCTV systems... Some of these guys have worked with high voltage systems as well.

You would think these electrical installers would know better...

Maybe that's why we ended up closing that branch office...
