Default Why does Taylor Dunn toggle light switch need a solenoid?

Hi all,
so my new to me Taylor Dunn B210 has a 36v solenoid after the light toggle switch. See pic

The solenoid just stopped working-- questions:

1) just curious WHY there is a solenoid for the lights

2) can i remove this solenoid and put a 36v-12v transformer in and switch lights out to LED?
