If it is typical of modern auto rpm limiters (albeit a cruder version) it recieves an impulse signal from the coil via the igniter and then grounds that wire to remove the coil feed and thus the spark from the plug at a pre-determined rpm limit. It has to be a pretty basic set-up since some carts hit the limit waaaaay before others.
