Default Going Slow

OK I have a 2001 Ez Go TXT PDS cart. I have 20" tires on it but other than that is is stock.
When using it for hunting it will stall after going slow for awhile. I have read through a lot of threads and I know that this is due to overheating it because of the load and slow speeds.
So here is my question......will an updated controller kit help this or is it better to buy a different motor?

Upgraded controller, solenoid, and cables will fix this for most all but the most extreme off road use.... in extreme off road use or very heavy loads (3-4 passengers) An upgraded motor is recommended.

Consider a voltage increase also. 42 or 48 volts will increase both torque and speed from the stock 2.5 hp motor

Where we hunt in Iowa it is not very hilly, there are some hills but not too bad. But we have had 2 people on it and a 250 - 300 pound deer on the back. It never stalled that night but I did not go very slow I kind of kept the hammer to it.
I guess I really want to do this in steps so I guess a controller upgrade package is the place to start and I will go from there. I really don't want to upgrade to a 48v system if I don't have too. But if that is a huge step then maybe I will do that.

For everybody else's benefit my message response was

" If your cart runs on flat streets 364 days a year and you want to climb hills with 7-800 pounds in it 1 day a year you better build for the 1 day or that is when it will fail. The stock motor will produce 35% more torque on pkg 808. I hope this helps"

The increase to 42v is nice middle of the road upgrade for the stock motor. My ranch cart is 08 PDS with 42v Pkg 808 and D&D motor. Stock cart on 20" tires. I got about 50% increase in torque and increased the tire size by 10% (10% minus torque = 40% plus overall) This goes anywhere we want in our hilly often muddy terrain.
