Sounds like dead batteries. 48.4 volts is a 50% pack charge. 42 is dead. During the charging cycle, the pack can read as high as 60 volts....or higher. Ensure you have distilled water covering all the plates inside the batteries, let the cart charge fully until the charger cuts off on its own ( up to 16 hours ), and charge OFTEN. A cart sitting and not being used kills the batteries too.

Plug the charger in let it charge for 12 hrs or until charger shuts off then unplug charger and measure pack voltage should be 51 -52 volts , if not , Houston we have a problem !

yes charge untill the charger turns off by it's self, and then let the batteries rest for 12 hours and then volts should be 51 volts
