Default Bad DC converter?

98 txt. I just acquired this cart. I have ripped out all old accessories and their wiring. Starting from scratch. I'm only install stereo during this post. I bought a madjax/reliance 1230 converter to use. Pretty simply setup. 1st, I have verified my keyed/ switched power to feed the green input of converter, yellow and black to batteries, red and blue to stereo deck. Key is off, and there is no power to converter on initial try which is good. Key on, and there is power to converter and red accessory to stereo which is good. Now I turn key off and I lose power to converter,BUT STILL HAVE POWER ON RED accessory wire. They only way to reset converter is to just remove ground from it, and then back to square one. Key off no power, key on have power, key off still have power on accessory wire from converter. What y'all think?, bad converter

anyone? anyone? Bueller? Bueller?. do these have a capacitor in them that maybe takes awhile to bleed off?

Mine takes about 20-30 seconds to bleed off.

Some converters have a 12V output that is always on to hold the memories stored in a stereo, and a seperate output that is switched by the keyswitch.
