i have a 98 36 volt and when trying the tests as soon as i connect b+ to red on solenoid the solenoid clicks, that does not sound like it should do that because it says then to depress pedal to activate solenoid?

It sounds like your pedal switch in the floor is busted. The micro-switch in the pedal box below the floor mat. It can be tested at the plug near the controller ( before you pull the floor up unecessarily ) There will be a 4 wire plug there, with a red, green, white and black wire. If you unplug it you can test for continuity between the red/green. It should make/brake with mashing the pedal. If it maintains full time continuity, then you have a bad microswitch and just what you are describing.
